What Is a Unit of Competency and How Do You Map Against It?

If you work in the Australian vocational education and training (VET) sector, Units of Competency (UoC) are the fundamental building blocks of everything you do. They define what a learner must be able to do, what they must know, and how their performance will be assessed. Understanding their structure is essential for any RTO trainer, assessor, or compliance officer.

What Is a Unit of Competency?

A Unit of Competency is a nationally endorsed standard that describes the skills and knowledge required to perform a specific workplace function to an industry-accepted standard. All UoCs are published on training.gov.au, Australia's national training register, and are organised into Training Packages covering 54 industry sectors.

Each UoC has a unique code (e.g., ICTICT213, BSBWHS411) that identifies the training package, the industry sector, and the specific unit. The code is used by RTOs, ASQA, and students to identify and reference specific competencies.

The Structure of a Unit of Competency

Every UoC on training.gov.au follows a standardised structure with the following components:

1. Elements

Elements describe the broad functions or tasks that make up the unit. A typical UoC has 3–6 elements. For example, ICTICT213 (Use computer operating systems and hardware) has elements including "Identify and use computer hardware components" and "Install and configure software".

2. Performance Criteria

Performance criteria are the specific, observable behaviours that demonstrate competency within each element. They are the most important component for assessment purposes — assessors must gather evidence that the learner can perform each performance criterion to the required standard.

3. Foundation Skills

Foundation skills describe the reading, writing, oral communication, numeracy, and learning skills embedded in the unit. These are increasingly important under the 2025 ASQA Standards, which place greater emphasis on learner outcomes.

4. Knowledge Evidence

Knowledge evidence specifies the underpinning knowledge a learner must demonstrate. This is distinct from performance evidence — a learner can perform a task without understanding why they're doing it, and the knowledge evidence requirements address this gap.

5. Performance Evidence

Performance evidence describes the specific tasks or activities the learner must complete to demonstrate competency. It often specifies the number of times a task must be performed and the conditions under which it must be performed.

6. Assessment Conditions

Assessment conditions specify the environment, resources, and relationships required for valid assessment. For example, some units require assessment in a real workplace environment rather than a simulated one.

How to Map Training Content Against a Unit of Competency

Competency mapping is the process of analysing a training resource — a video, a textbook, a workshop — and determining which performance criteria and knowledge evidence it covers. This is essential for:

The traditional approach to competency mapping is manual: a trainer reads through the resource and, for each performance criterion, notes whether it is covered, partially covered, or not covered. This process takes 2–4 hours per unit for a thorough analysis.
